Abstract	The main aim of this paper was to assess the level of human capital in rural areas of Poland and to make its cross-regional comparison. There was proposed the human resource development index or human capital index having six essential elements (education, enterpreunarship, economic activity, employment, health, and migration). In 2007, the opolskie, slaskie and malopolskie provinces were characterised by the highest levels of the human capital in rural areas.The paper provides also the investigation of the link between rural human capital and economic development in Polish regions concluding that in the slaskie, mazowieckie and wielkopolskie provinces high level of rural human capital was accompanied by high level of regional economic development as measured by GDP per capita. The results of human capital study at the individual level (questionnaire study in the sample of 120 farm owners from Mazovia and Podlasie regions, 2009) show that the education is the main determinant of farmer’s human capital improvement.

The authoress formulates the directions of necessary changes in Polish science (operating for food economy, too), which the science could support the development of modern, innovative economy.

Abstract	The problem of balanced development is closely connected to the process of multi-functional development of rural areas. Lowering role of agricultural activity as source of maintenance rural population requires implementing of non-agricultural economic activities into rural areas. The goal of the paper was to identify most important factors that have influence on the development of entrepreneurship what leads to improvement of life status in rural areas. Social and economic transformation of Polish rural areas is still in progress. Low level of technical and social infrastructure, the characteristic feature of Polis countryside does not attract investors. Therefore the entrepreneurship level can develop proper only if supported by local and state authorities.

Abstract	The elaboration estimates the managers opinion from small and medium size enterprises in Świętokrzyski region take into account management and investments in fixed assets. Most of the enterprises noted increasing productive potential as well as development. The research period were characterized by significant increase of equipment and machine participation in assets structure of these enterprises. This is positive trend reflected in profitable tendency increase companies operation potential by fixed assets. The main source of financing the fixed assets was the equity capital. The managers have been guided by the level of cash during a selection of financial resources. The enterprises managers were planning enhancing the level of fixed assets equipment, through equity capital involvement, which is simply safer.

Abstract	In the last few years, a dynamic development of the service sector has been observed in Poland. An increase in the importance of services is a result of a civilisation development, and it is getting more and more meaningful due to an increasing number of employees and the value of provided services. The main aim of this study was to analyze the preferences of consumers from big cities (on the example of Warsaw) on choosing the place and the frequency of dining in restaurants. I have tried to find the relations between the chosen demographic indicators (age, sex, place of stay) and dining habits. It was noticed that dining in restaurants, for almost all taking part in the survey, is rather occasional than common. However, for some of the respondents, it is an everyday (or almost everyday) way of dining. It was also noticed that dining out is common for young people at the ages between 25 and 29.

Abstract	The aim of the paper is the evaluation of the scope, tendencies and terms of financing by bank credits the investments which are undertaken by local governments. The analyses showed that dynamics of bank debt of local governments is high. The structure of debt indicates that local government entities take mainly investment credits. They can borrow from international financial institutions like World Bank or European Bank of Development and Reconstruction or domestic banks: universal and mortgage banks. The universal banks dominate on investment credit market. However, the growth of activity of mortgage banks is observed The rate of growth of self governments entities debt in mortgage banks is high, although, their share in total debt is stable and one digital.

Abstrakt
Abstract	Agroecotourism is becoming the most dynamical branch of the world tourist industry. The Republic of Belarus has inexhaustible potential for the development of agroecotourism. It promotes a steady development of rural regions, raises well-being of its inhabitants by attracting investments, creates modern social infrastructure and new work places, contributes to the achievement of social and cultural purposes. Agroecotourism is considered to be an important component of a successful realization of the ‘State Program for the Revival and Development of the Countryside in the Republic of Belarus for 2005-2010’. The problem is that the agrotouristic enterprises have not enough money to increase the scale of realization of basic concepts and models stipulated by the National Program. Maintaining and developing the natural and human potential of Belarus will require making the agroecotourism a profitable branch of the agrarian sector of economy.

Abstract	In the last years Ukraine has allocated considerable, with respect to their load on the budget, financial resources for agricultural support. However the significant increases of budgetary support do not substantially influence the effectiveness indices nor agricultural yields. Such information testifies to an imperfect nature of the internal support mechanism of Ukrainian agriculture. As the result, the domestic support did not become an effective stimulus for a production quality increase nor for a rise in the stock breeding production. In 2008 Ukraine gathered the biggest grain harvest. Increased production did not improve the financial results of agriculture and did not produce a stable and dynamic branch development because of the negative influence of world finance crises. Unbalanced supply and demand for agricultural production, low buying ability of inhabitants, lack of branch effective mechanism of domestic support caused complications of price situation in the domestic food market

Abstrakt
Abstract	Authors define and explain the meaning of two concepts, namely human and social capital and their influence on the socio-economic progress in agriculture and rural areas. The presented studies and analyses point to the link between the growing role of these two factors and the general socio-economic progress. A major part of the paper is devoted to analysing the past and current state of human and social capital in Poland, focusing on their deficiencies and the need to improve their quality. In conclusion the authors note that the significant inflow of financial means after the the Polisj accession to the EU as well as structural and administrative changes will not bring in full the possible benefits in the future unless there is an improvement in quality and an increase of creative participation of the human and social capital. The health aspect is also explored in the paper as a crucial element influencing human capital in the Polish rural areas.

Abstrakt
Abstract	Effects of the climate change appear in several fields of the economy and agriculture can be considered as one of the most affected among them. In a country, where almost 10% of the total GDP is produced by the agricultural sector and more than 30% of the total work force is employed in this field, these changes may have severe economic impacts. As in Romania almost 65% of the agricultural production is represented by vegetal production, we concentrate our investigations on this agricultural sector. Our aim is to present, basing on econometric modeling, how the climate changes will affect the Romanian crop production in the next 20 years, highlighting the territorial differences which appear between the Romanian NUTS2 development regions. This paper presents some of the first results of the FP6 research project “CLAVIER – Climate Change and Variability: Impact on Central and Eastern Europe”, contract no. 037013 (2006-2009).

Abstrakt
Abstract	This paper presents the possible development scenario of the Polish agricultural sector till 2020. It also assesses the impact of macroeconomic growth, CAP reforms and worldwide policies towards the agriculture on this development. The scenario is build using an extended version of the Global Trade Analysis Project model GTAP which is a computable general equilibrium model of the world economy. The analysis shows that the growth of Polish agri-food sector observed after accession to the European Union will be prolonged in the future and will lead to an increase of agrifood sector incomes. However, it is expected that the positive trade balance in agri-food products will decrease significantly in consequence of the world trade liberalization and the EU policy stimulating biofuels production

Abstrakt	Integracja europejska stworzyła nowe warunki funkcjonowania polskiej gospodarki. Rozwój wsi i rolnictwa zależy w dużej mierze od wysokości transferów z budżetu krajowego jak i unijnego, co stwarza szansę na uruchamianie procesów modernizacyjnych w rolnictwie i pozwala na dokonanie szybkich zmian społeczno-ekonomicznych na wsi. Celem artykułu jest wstępna ocena efektywności wykorzystania wsparcia budżetowego (zarówno krajowego, jak i unijnego) rolnictwa w Polsce. Analiza przeprowadzona zostanie w oparciu o dane systemu FADN z wykorzystaniem modeli panelowych.
Abstract	European integration created new conditions for functioning of Polish economy. The development of rural areas and agriculture depends to a large extent on the financial support from the national budget and from the EU. This creates a chance to implement a modernisation process in agriculture and allows for effective social and economic changes in agriculture.The aim of this paper is to make a preliminary evaluation of effectiveness of public funding from the national and the EU budget in Polish agriculture. The analysis will be based on data from the FADN system with application of panel models.

W pracy przedstawiono zmiany, jakie wystąpiły w ochronie zbóż po wstąpieniu Polski do Unii Europejskiej oraz plany na dalsze lata, zgodne ze standardami unijnymi.
Abstract	Plant protection is a very important element of the cereal production. Properly executed plant protection treatments are safe for consumers and the environment. They reduce yield losses and ensure a profit for the producer. The paper presents the plant protection changes after Polish accession to the European Union as well as the plans for the future in this field being in agreement with the EU standards.

Abstrakt	Innowacje produktowe są ważnym narzędziem uzyskiwania przewagi rynkowej, determinującym rozwój przedsiębiorstw w długim okresie. Mimo tego, aktywność polskich przedsiębiorstw spożywczych w tym obszarze jest ciągle niska. Utrzymywanie się tej postawy może się przyczyniać do osłabienia konkurencyjności rodzimych przedsiębiorstw na rynku krajowym oraz globalnym. Najbliższe lata powinny być zatem poświęcone na działalność badawczo-rozwojową (B+R) oraz rozwijanie nowoczesnych metod wparcia dystrybucji i sprzedaży. Zwiększenie aktywności polskich przedsiębiorstw przemysłu spożywczego w obszarze innowacyjnej działalności produktowej będzie sprzyjać także wprowadzaniu produktów dopasowanych do potrzeb współczesnych konsumentów.
Abstract	Product innovations are a powerful instrument for gaining a competitive advantage that determine the growth of company’s market share. Howeever the majority of Polish food industry companies show a low activity in this area, which can result in losing their competitiveness in local and global markets. In the nearest future the companies should be more focused on the Research & Development (R&D) activities as well as on new products’ distribution and sales methods. Strengthening product innovation activities of Polish food industry companies will help introducing new products that meet modern consumer expectations

Omówione zostały takie problemy, jak dostosowanie administracji rybackiej do wymagań UE, redukcja zdolności połowowej floty, rentowność rybołówstwa bałtyckiego, rozwój przetwórstwa rybnego i zmiany na rynku rybnym. Na podstawie wyników badań stwierdzono, że przyszłość polskiej gospodarki rybnej zależy od rozwoju rybołówstwa dalekomorskiego i przetwórstwa rybnego
Abstract	The paper is showing changes which followed the Polish accession to the European Union in the Polish fish economy. Such problems are described as adjusting of fishery administration to the Union requirements, reduction of fishing capacity, profitability of fishery, development of fish processing industry and changes in the fish market. Based on research results is a conclusion that the future of Polish fish economy depends on development of the deep-sea fishery and the fish industry.

Abstrakt	Artykuł dotyczy analizy przestrzennej ogólnego poziomu rolnictwa w Polsce oraz poziomu aktywności gospodarstw rolnych w zakresie pozyskiwania środków UE. Wyniki przedstawiono w formie średniej wartości znormalizowanej, a różnicę między nimi określono jako wskaźnik oddziaływania absorpcji funduszy UE na poziom rolnictwa. Przeprowadzona analiza wykazała, że pozytywne oddziaływanie środków UE na rolnictwo (poziom aktywności rolników był wyższy od poziomu rozwoju rolnictwa) szczególnie wyraźnie zaznacza się w województwach kujawskopomorskim, lubelskim, pomorskim i świętokrzyskim
Abstract	The article deals with a spatial analysis of the general condition of Polish agriculture and the level of farmers’ activity in obtaining subsidies from the EU funds. The results have been presented in the form of an average standardized value while the difference between them has been interpreted as an indicator of influence of the EU funds on the level of agricultural development. The analysis indicates that a positive influence of the EU funds on agriculture (farmers’ activity level exceeded the agricultural development level) was most conspicuous in the following voivodeships: Kuyavian-Pomeranian, Lublin, Pomeranian and Świętokrzyskie.
