Abstrakt	W pracy przedstawiono wykorzystanie środków pomocowych z UE przez producentów drobiu w Małopolsce na tle innych kierunków produkcji rolniczej. Skorzystano z danych Małopolskiego Oddziału Regionalnego ARiMR, dotyczących informacji o projektach i zrealizowanych inwestycjach w gospodarstwach małopolskich, finansowanych ze środków unijnych. W Małopolsce pozyskano środki do finansowania inwestycji w produkcji drobiarskiej (w liczbie 10 zrealizowanych umów) na kwotę 1 618,79 tys. zł, co stanowi niecałe 2% łącznej wartości zrealizowanych projektów inwestycyjnych w małopolskich gospodarstwach rolnych. W zakresie ułatwienia startu młodym rolnikom tylko 1 (50 tys. zł) na 531 realizowanych wniosków dotyczył produkcji drobiarskiej. Jego wartość stanowiła 0,2% ogólnej kwoty (26,55 mln zł) przyznanej młodym rolnikom w Małopolsce.
Abstract	This work presents the intake of financial support from the EU by poultry producers in Małopolska region against a background of other production directions in agriculture. Data about projects financed by the EU in farms in Małopolska were taken from the Agency of Agriculture Restructuring and Modernization. Farmers in Małopolska received support for investment in poultry production (in number of 10 projects) worth 1 618.79 thousand PLN, which accounts for less than 2% of the total value of realized investment projects in agricultural farms. In the area of facilitating the start for young farmers only 1 project (worth 50 thousand PLN) out of 531 realized projects was connected with poultry production. This accounts for 0.2% of the total amount (26 550 thousand PLN) awarded to young farmers in Małopolska.

Abstract	Classic economy sets up rationality of decision of subject without their features of personalities. But domain of the behavioral finance confirms strong interaction has sex on financial decision connected with indebtedness. Research in this range has confirmed that sex, education and level of incomes have effect on decisions related with indebtedness importantly. The main aim of elaborations was follow up the dependence among propensity to indebtedness and sex. This relation based on questionnaires was surveyed of 100 clients of private banking’ segment in one of Warsaw’s bank. Results from conducted analyses of regressions and variances have confirmed that sex statically effects on the level of indebtedness. This results of research from this range also. However reaming variables like education or age were irrelevance. In conclusion, these variables did not have any affect on level of indebtedness.

Abstract	Company in order to grow needs financing. The classic way is to acquire a credit from the bank. This is directly linked with the question of collateral what in case of the company is not the obvious choice. Another classic way of fi nuancing the company is the share issue. This solution is however linked with the question of ownership that is unavoidably diluted with every issue. Sometimes the company is on a excellent path of growth, does not want to disperse ownership, has already used all available asset for a collateral and still needs some capital because of the scale of the project. In this case the solution might be any of private capital sources. The possibility known since the 80’s is “mezzanine finance”. This is financing that combines some features of credit with some features of share issue and comes from the private investors. Because of its collateral, investment time range and the ways of running the company it is perceived to be appropriate for several years large projects generating sizeable and stable cash flows. This is as well a good path of development for the family run businesses where there is no evident heir and the management wishes to take over the company but lacks sufficient capital. Particularly in the times of crisis when the banks impose tight rules on credit policy and the stock exchange investors are reluctant to take any risks the mezzanine finance may be an answer for companies capital needs.

Abstract	In Poland, in the sequence of recent years, changes in financing SME activity took place. Entrepreneurs are diverging from internal source of finances more and more by devoting to others forms of raising possessed capital. It is caused by increasing competition which is forcing companies to taking higher risk. A competent choice of the financing source is a substantial problem. It should have a beneficial influence on the profitability in the enterprise, as well as keeping the financial risk at reasonable level. The main direct benefit was a possibility of using structural funds after the accession of Poland into the EU, especially for the SME business sector. The implementation of programs which are co-financed by the EU funds is bringing visible effects more and more.

Abstract	General subvention granted in Poland constitutes one of basic sources of incomes for local districts authorities – communities. In some cases it becomes the major income allotted for completion of local tasks. The general subvention in Poland consists of three elements, which are: compensation subvention, education subvention and balance subvention. These are regulated by the different regulations, i.e. Local District Authorities Income Act from 13th November 2003 and ordinances of the Minister of Finance. The major aim of the subvention is to supplement local own incomes, particularly when these incomes are not sufficient to carry out local authorities’ projects. However there appear some nuances which cast doubt on subvention’s effectiveness.

Abstract	While executing their responsibilities, local governments aim at satisfying broadly understood needs of the local communities so as to ensure them the best living conditions within the available financial resources. One of the instruments of such a policy is the right to set real estate tax rates. The purpose of the study is to show the tendencies in the tax policy of the Małopolska Region. The analysis comprises resolutions of all 182 municipalities in the 2003 and 2006. On the basis of the executed studies, it has been concluded that most municipalities applied tax regulations with rates set at 70–90% of rates proposed in the resolutions of the Minister of Finance. Thus resigning from a part of revenues due to them. The observation of the applied solutions points to the evolution of the tax policy of municipalities in the area of greater variation of the rates than envisaged by the law on taxes and local charges. This indirectly testifies the fact that municipalities perceive the opportunities to impact the local development by using available tax instruments

Abstract	The paper aims to analyze the sources of financing investment activities in selected farms of Podkarpacie region, using the criteria of the investment’s value. It shows that investments were mainly financed by the European Union’s structural funds, following own sources, then credits and loans. The paper argues that such order of sources of financing may originate form the fact that farmers tend to avoid the credit market and want to gain access to the capital on lowest possible cost. At the same time, when the value of investment increases, the role of own founds significantly decreases, and accordingly grows the share of commercial credits. The results shows that financing based on the sources from EU structural funds contributes to increase of farms’ own capital and accordingly to reduction of financial risk

Abstract	The paper aims to analyze the possibility of applying franchising to finance activities of companies in Poland. It argues that one of the alternatives to commonly used external capital sources, which are often expensive and hard to gain, is franchising. It is a form of cooperation between legally and organizationally independent companies, from which one is the franchisor and the other one is the franchisee. The main issue of a franchise agreement is gaining, in exchange of agreed amount of money, entitlement of the franchisee to use the name, the brand and the knowledge of running a business of the franchisor. Franchising is recognized as an attractive source of financing for the both sides of the agreement. For the franchisor it means no assets in market expansion, for the franchisee it is the way to limit the costs of running a business

Abstrakt	Celem opracowania jest przedstawienie systemu finansowania hodowli roślin w Polsce w okresie przed i po integracji z UE. Do 2008 roku hodowla roślin była wspierana z budżetu państwa, jednak kwoty dotacji systematycznie maleją, od 200 mln zł w 1997 roku do 50 mln przewidzianych na 2008 rok. Koszty hodowli były finansowane głównie dotacjami: od 71% w 1996 roku do 40% w 2006 roku. Po 2008 roku hodowla roślin nie będzie finansowana z budżetu. Możliwe będzie tylko finansowanie prac badawczych. Podstawowymi źródłami dochodów hodowców będą wpływy z opłat licencyjnych oraz z prowadzenia innych, poza hodowlą, działalności. Zastąpienie dotacji środkami własnymi będzie wymagało zwiększenia wielkości opłat otrzymywanych od rozmnożeń własnych. Systemem tym musi być objęte przynajmniej 20% rolników nie objętych odstępstwem rolnym. Jedną z możliwości zwiększenia źródeł finansowania nakładów na hodowlę jest też tworzenie przedsiębiorstw hodowlano-nasiennych.
Abstract	The paper aims to present how the plant breeding financing system in Poland was changing before and after accession to the EU. Before 2004 the plant breeding in Poland was financed from grants from the state budget. Subsidies covered about 71% of breeding costs in 1996, which then decreased to only 40% in 2006. The total amount of subsidies granted to plant breeding dropped accordingly down from 200 million Polish zloty to only 50 million. After 2008 plant breeding in Poland will no longer be subsidized from the state budget. Only some subsidies to the basic research connected with plant breeding will be allowed. Breeders will have to cover their expenses on breeding activities from their own income. The main stream of money assigned to this purpose would come from breeders’ royalties. The research results indicate that the royalties will replace government subsidies, if at least 20% of farmers pay the royalties to breeders. A possibility to develop Polish plant breeding sector arises from strengthening it financially by concentration of breeding activities in selected companies and expansion of their activities on seed reproduction

Abstrakt
Abstract	The paper is an attempt at evaluating the degree of accuracy of realization of the project: distance learning centres in rural areas financed from the European Social Fund in the frame of the priority II: Development of knowledge-based society, action 2.1.: Broadening the access to education – promotion of lifelong learning, scheme a: decreasing educational inequalities between urban and rural areas. The aims of the project in question include: 1. Creation and equipment with computers and internet connection, of at least 250 distance learning centres in rural areas (in order to enable the final beneficiaries to use the available distance learning programs) 2. Employment in the centres of qualified staff whose task would be to help using the centre’s resources. 3. Creation by the draughtsman, of a countrywide network of distance learning centres using the existing IT infrastructure with units running distance learning. 4. Enabling the final beneficiaries to complement or increase the level of education in the form of distance learning especially at the post-gymnasium level.

Abstrakt	W artykule przedstawiono zmiany w zakresie finansowania wspólnej polityki rolnej i rozwoju obszarów wiejskich, w nowym okresie budżetowym 2007-2013. Zwrócono uwagę na fundusze, cele i możliwości wsparcia finansowego w ramach wytycznych, przyjętych przez Komisję Europejską. Pokazano także możliwości sfinansowania instrumentów w ramach Europejskiego Funduszu Rolnego Gwarancji (EFRG) a także działań Europejskiego Funduszu Rolnego na rzecz Rozwoju Obszarów Wiejskich (EFRROW).
Abstract	A fundamental reform of the Common Agricultural Policy was decided in June 2003. The reform is aimed at meeting the objectives of competitiveness, solidarity and better integration of environmental concerns, thus becoming a key step in the Lisbon and Goeteborg development strategy. It involves: a substantial simplification of the market support measures and direct payments, further strengthening the development of rural areas by transferring funds from market support to rural development through reductions in direct payments to bigger farms, strengthening of the financial discipline mechanism between 2007-2013. The European Commission created two new funds for financing the CAP: European Agricultural Guarantee Fund (EAGF) and European Agricultural Fund for Rural Development (EAFRD). EAGF will finance: intervention measures to regulate agricultural markets, refunds for exporting farm produce to non-EU countries, and direct payments to farmers. EAFRD will finance the expenditure on rural development programmes.

Abstrakt	W dwóch pierwszych latach przynależności do Unii Europejskiej Polska była netto beneficjentem przepływów z budżetu Unii w wysokości 2,69 mld euro. Oznacza to przepływ netto na głowę mieszkańca równy 70 euro. Suma przepływów ze strony Unii od momentu włączenia wyniosła 7,2 mld euro, z czego 27% było przeznaczone na finansowanie Wspólnej Polityki Rolnej. Komisja Europejska zaakceptowała rozliczenia polskich agencji płatniczych za lata 2004 i 2005 z wydatków na rzecz wsparcia rolnictwa finansowanych przez Sekcję Gwarancji EAGGF i za rok 2005 z wydatków na rzecz rozwoju obszarów wiejskich.
Abstract	In the first two years of membership Poland was a net beneficiary of flows from the EU budget. This translated into numbers means that Poland got from the EU 2.69 billion euro more than it paid. On a per capita basis, this means a net EU payment of 70 euro per person. EU-Poland accumulative financial flows since the first day of accession have reached a total of 7.2 billion euro of which 27% was spent on financing of the CAP. To ensure that Poland can absorb the EU funds effectively and manage them properly, a well-functioning administrative structure must be put in place. One of the key players in this structure is the Ministry of Agriculture and Rural Development which is responsible for programming and management of the funds allocated to agriculture and rural areas via two paying agencies: AMA and ARMA. The accounts of the paying agencies of Poland concerning expenditure financed by the EAGGF, Guarantee Section, with respect to the 2004 and 2005 financial years as well as expenditure on rural development with respect to 2005 were cleared by the European Commission
