Abstract	The article attempts to present basic information about the state and perspective of the development of honey production, consumption and international trade in the world within the scope of the EU especially in Poland. It describes past and future potential dangers resulting from the changes in the honey market in the globe.

Abstract	In this article the importance of rural development policy for quality changes of the polish rural area was presented. The results of UE support implementation in Poland were shown. The barriers of absorption, and factors of this support increasing were also outlined. The examples of local activity in this area were quoted.

Abstrakt	W artykule przedstawiono mechanizm oddziaływania zmian w aktywności gospodarczej na wielkość i strukturę retransferów do sektora rolnego. Zwrócono uwagę na dwa czynniki: przekształcenia w dochodzie narodowym oraz sytuację na rynku pracy, wyrażoną za pośrednictwem stopy bezrobocia. Okres badawczy obejmował lata 1990-2009 a analizie poddano 21 krajów i jedno ugrupowanie integracyjne. Zastosowano metodologię OECD dla oszacowania przepływu nadwyżki ekonomicznej pomiędzy rolnictwem a pozostałymi sektorami gospodarki. Kraje zostały sklasyfikowane w trzech grupach o różnym poziomie rozwoju gospodarczego. Uzyskane wyniki wskazują, iż w badanym obszarze powiązań pomiędzy czynnikami makroekonomicznymi a strukturą retransferów nie można wyrokować o ich uniwersalnym charakterze dla całej populacji. Specyfika poszczególnych rynków krajowych wymusza stosowanie odmiennej struktury i wielkości retransferów. Procesy globalizacji i liberalizacji nie doprowadziły do ujednolicenia reakcji w polityce rolnej w stosunku do wyróżnionych czynników.
Abstract	In the article the mechanism of the influence of changes in economic activity as a consequence of the size and the structure of retransfers to the agricultural sector, was presented. We paid attention to two factors: economic growth and situation of the labor market expressed in terms of the unemployment rate. The analytical period included years 1990-2009, and the analysis was based on 21 states and one integrative formation. OECD methodology was applied for the estimation of the flow of the economic surplus among agriculture sectors remaining and of the economy. States were classified into three groups with different levels of the economic development. The obtained results indicate, that in investigated area of connections between macroeconomic factors and the structure of retransfers one cannot indicate a universal tendency for the entire population. The specificity of individual internal markets extorts the application of the different structure and size of retransfers. Globalization processes and liberalization did not lead to a unified reaction in the agricultural policy in relation to favored macroeconomic a factors.

Abstrakt	Celem artykułu jest identyfikacja potencjalnych kierunków zmian oddziaływania rolnictwa na środowisko w różnych wariantach reform wspólnej polityki rolnej (WPR). Na podstawie analizy wpływu potencjalnych zmian WPR na rozwój europejskiego rolnictwa w perspektywie do 2020 r., przedstawiono prawdopodobne konsekwencje planowanej reformy tej polityki w wymiarze środowiskowym. Uwzględniając dwie najważniejsze propozycje reformy, stwierdzono, że żadna z nich nie prowadzi do znaczącej liberalizacji polityki rolnej, co jest korzystne w świetle zrównoważonego rozwoju. Porównanie projektów przedstawionych przez Komisję Europejską i Parlament Europejski pozwala stwierdzić, że wdrożenie pierwszego z nich prowadziłoby do ekologizacji rolnictwa w szerszym zakresie. W propozycji Parlamentu nie przewiduje się daleko idących zmian, co oznacza, że w tym wariancie instrumenty ochrony środowiska byłyby skutecznie wdrażane, ale jedynie na części użytków rolnych. Równolegle duża część obszarów wykorzystywanych rolniczo podlegałaby dalszej intensyfikacji, więc zmiany WPR sprzyjałyby dwukierunkowemu rozwojowi rolnictwa i obszarów wiejskich.
Abstract	The paper’s goal is the identification of potential directions of changes in agriculture’s influence on the environment. The probable environmental consequences of the planned reform were presented according to different Common Agriculture Policy (CAP) reform scenarios. The scenarios were the base of the analysis referring to the influence of potential CAP changes on European agriculture development in the perspective of 2020. Taking into account the two most important proposed projects of the reform, it was stated that none of them leads to meaningful agricultural policy liberalisation - which is favourable for sustainable development. Comparing the projects presented by European Commission and European Parliament it could be stated that implementation of the first proposal would stimulate agriculture ecologisation in the wider range. The project of European Parliament does not include solutions, which would deeply change key instruments, so in that variant the environment protection would be sufficient but carried out only in a part of the utilised agricultural area. Alongside this process agriculture intensification would take place in a big part of rural areas. Consequently the CAP changes would be favourable for dual agriculture and the development of rural areas.

Abstrakt	W latach 1990-2010 relacje pomiędzy cenami detalicznymi środków mechanizacji rolnictwa a cenami skupu produktów rolniczych w Polsce na ogół znacznie się pogorszyły. W porównaniu do stanu z 1990 r., zestaw złożony z 24 środków mechanizacji rolnictwa był w 2010 r. droższy o 35,2% w relacji do mleka, o 109,8% – do żywca wołowego, o 217,4% – do pszenicy, o 229,6% – do żyta i o 362,1% – do żywca wieprzowego. Zestaw ten potaniał natomiast o 9,4% w relacji do ceny skupu ziemniaków.
Abstract	During the years 1990-2010 reported changes of relations between retail prices of farm machines and procurement prices of agricultural products were, in general, unfavourable for farmers. As compared to 1990, the set of 24 farm machines used as a base for analysis was in 2010 more expensive in relation to cow milk by 35.2%, to cattle for slaughter by 108.9%, to wheat by 217.4, to rye by 229.6%, and to pigs for slaughter by 362.1%. Instead, it was by 9.4% cheaper in relation to potatoes.

Abstract	The aim of the paper is referring to selected theoretical aspects of the region and regional development, presenting the evolution of regional policy in the European Union and Poland, describing effects of the policy supporting regional development in Poland during first decade of XXI century. Author shows links between regional policy in the European Union and this policy in Poland, describes the improvement process of planning and implementation, evaluate the importance of this policy as instrument of socio-economic development. Evolution and changes in European and Polish regional policies are focused on the unchanged paradigm underlying the validity of sustainability and convergence as the rule of policy for regional development.

Abstrakt	Artykuł przedstawia charakter oddziaływania polityki fiskalnej na polskie rolnictwo w latach 2001-2010. Zaprezentowano klasyczne, tj. przedkryzysowe, ujęcie mechanizmów oddziaływania polityki fiskalnej na całą gospodarkę, ze szczególnym uwzględnieniem rolnictwa, oraz omówiono kluczowe oceny funkcjonowania i oddziaływania tego obszaru polityki państwa na gospodarkę w dobie światowego kryzysu finansowego i gospodarczego ostatnich lat. Ponadto, dokonano oceny oddziaływania polityki fiskalnej na sytuację polskiego rolnictwa w badanym okresie na podstawie zmian kluczowych wskaźników makroekonomicznych oraz wskaźników dotyczących kondycji rolnictwa oraz zależności między nimi. Badania wykazały, że w latach 2001-2010 w polskim rolnictwie nastąpiły gwałtowne zmiany. Polityka fiskalna w Polsce sprzyjała poprawie sytuacji sektora rolnego. Jednak najważniejszym czynnikiem zmian było przystąpienie Polski do Unii Europejskiej, co istotnie zwiększyło skalę wsparcia rolnictwa zarówno ze środków Wspólnoty, jak i ze środków krajowych wydatkowanych jako współfinansowanie instrumentów wspólnej polityki rolnej.
Abstract	This paper is aimed at presenting the character of the fiscal policy’s impact on Polish agriculture in the period 2001-2010. In its first part a classical approach is presented, that is the approach of the era before the financial crisis, towards the impact of mechanisms of fiscal policy on the whole economy, with a specific focus on agriculture. In the second part of the paper key assessment findings published so far on the impact of the policy applied during the crisis are described. The third, main part presents the assessment of the impact of the Polish fiscal policy on agriculture in the analyzed period. The findings are based on the analysis of the key macroeconomic and agricultural indices as well as the interlinks between them. In the period 2001-2010 Polish agriculture underwent enormous changes. Both fiscal policy in Poland was favourable to improvements in the condition of the agricultural sector. However, the key factor stimulating changes was the Polish accession into the European Union as this significantly increased the scale of support towards agriculture both from the EU and from the Polish national budgets targeted to this sector as the Common Agricultural Policy’s instruments.

Presents selected solutions of taxation of agriculture in general and preferential terms. Taxation of income from agricultural activities is a natural direction of changes in tax systems. Tax policy in the EU, in relation to agriculture, to the extent possible effect to the principle of fair taxation. Diversifying the EU rules and tax structure allows the taxation of income from agricultural activities without compromising the ability of farm development. Special treatment of agriculture in the fiscal dimension is expressed through the tax structure elements (relief, exemptions, exclusions).

Abstract	In this study the agricultural social security system was analysed in terms of adequacy of the premiums paid by farmers against the demographic transitions, taking place in agriculture. The analyses were based on the World Bank’s model, used for estimating the security systems costs. The focus of this study is on the changing proportions between the insured and the beneficiaries, resulting from changes in the size of labour force and population ageing. The analysis of data has revealed that one of the causes behind low receipts from premiums, and thus high state subsidies granted to farmers, stems from the unfavourable proportions between the insured and the beneficiaries in the Agricultural Social Insurance Fund (KRUS). The resultant indicators of the current demographic changes reveal that the premium paid by farmers should be higher than it is now.

Abstract	Based on the survey conducted among the group of weekends students it can be concluded that the most important motivating factor was an amount of remuneration. At the same time there was a clear difference between students expectations and the degree of their satisfaction in this area. It indicates that possibility of getting a higher salary could still motivate people and could be used as a factor increasing workers performance and productivity. Cultural changes in a society and employment policy points a shift from external motivators culture to a high tolerance of uncertainty and risk culture. An important aspect of building personnel motivation system in a future will attitude to create active behavior of employees who are flexible and open to changes. Abstract	The elaboration presents conception of quick financial liquidity test model. The results of a research bring forward to a conclusion that between level of a quick liquidity ratio and difference of receivables and liabilities cycle ratio appeared in a positive correlation, which could be ascertained as a quite strong relation. The research reflects that the level of quick financial liquidity ratio greatly depends on receivables and liabilities management policy. The estimated model was a base for a statement that changes in difference between turnover cycle ratios – for instance one day, caused a 0,0082 change in level of a quick liquidity ratio pattern.

Abstract	In the article the usefulness of the concept “Beyond Budgeting” in decisionmaking process as for business management was presented. The possibilities of using of this concept by food industry enterprises was assessed. In today’s economic environment the traditional budgetary does not meet the expectations of managers. “Beyond Budgeting” involves radical changes in the management system, including a fl exible organization. The possibilities of using new concept in the food industry enterprises are limited due to the traditional understanding of the budget in the organizational culture. In the future large food industry companies may abandon the traditional budgeting, but the process of implementing “Beyond Budgeting” will be evolutionary and will take several steps (among others “zero-based” budgeting, rolling budgeting).

Abstract	The article discusses the results of questionnaires administered to 153 respondents from April to June 2010. The purpose of the survey was to gain insight into customer rating of the consolidation processes in the Polish banking industry. Compiled results indicate substantial variance in customer opinions regarding those processes, with multiple pros and cons pointed out. According to the queried customers consolidation objectives were attained mainly through the increase in banking capital, concentration and competitiveness. With regard to the consolidation outcomes respondents rated positively enhanced range of services, better competitiveness and the presence on the internet. Negative consequences were attributed to personnel changes, increased service fees and lack of trust towards foreign investments. Bank customers who took part in the study were of the opinion that the participation of foreign investors had not produced increased stabilization within the Polish banking system.

Abstract	The purpose of the article was to determine the opinion of individual farmers in the field of justice tax system previously used in agriculture and the introduction of income tax. In the opinion of the respondents of farming conditions in Poland are much less favorable than in the EU-15, which justifies the preferential treatment of agriculture in terms of tax in relation to other branches of farm. In addition, farmers are willing to accept the introduction of income tax provided that the taxable income would be valued less labor costs and their own preferred system would work incentives and exemptions in this regard.
