Views of those representing institutions affecting agriculture (Ministry, Agencies, cooperative associations) confirm that the right is one of the fundamental problems to be solved by social groups and political lobbies centered around them.

Abstract	The article presents the changes that took place in the European system of designations for the regional and traditional food products. The schemes were established in the early 90s of the twentieth century. Changes of the regulations were based on current needs, so no wonder that during their further development, some problems began to appear. The most important are: inefficient communication and promotion, lack of programs consistency, too high complexity of the system. In order to improve the European quality policy and to gain its potential profits, the European Commission carried out a series of consultations and prepared the agenda for the reform. The most important change is the introduction of the new Regulation of the European Parliament and of the Council on agricultural product quality schemes. The new legislation is expected to come into force next year.

Title	Changes of strategies of distribution management in the insurance sector in Poland and the European Union countries in years 2002–2008

Abstract	Integration with the European Union was a source of signifi cant changes in the Polish insurance sector. The period 2002–2008 was characterized with the increase of foreign capital investments and the increase of competition from domestic and foreign insurers. One of the most important consequences of that process was the broadening of the range of products and changing of the structure of distribution channels. The goal of the analysis is the examination of the directions and scale of changes in the structure of insurance products and the structure of distribution channels in the years 2002–2008. The research based on data form KNF. PIU i CEA indicate that insurance companies starting to offer more life insurance as an investment vehicle for households’ savings and reducing the share of communication insurance and increasing fi nancial and property insurance. Insurers transformed the distribution structure and signifi cantly increased the sales through the banking network and reduced the sales through their own facilities and insurance agents and brokers. Such trend brings closer the distribution structure of the Polish insurance sector to the structure of insurance sectors in Austria, Belgium, France and Italy, it means countries with the bankoriented fi nancial systems.

The paper aims to analyze the changes in the structure of balance sheet as well as profit and loss accounts after the company’s merger. The influence of the merger on effectiveness and financial ratios of company were examined. The analysis results don’t show financial diffi culties typical for the described in the literature situation after merger of two companies. The results show the financial position of the examined company from fruit and vegetable industry improved in the year after the merger

Abstract	The exemplary farm was analyzed in the paper, in order to assess if regulatory amendments in 2011 resulted in changes of VAT settlement schemes in agricultural holdings. The results show that in 2010 and 2011 the analyzed farm generates higher income using lump-sum tax. This is a result of farm’s spending structure, where basic means of production and services predominate. The situation might change if the farm started to invest, which would require purchasing goods with higher VAT rate.

Abstract	The article describes the determinants and the results of estimation of changes in preferences on dairy market in Poland. Determinants of consumer behavior, results of behavioral segmentation and positioning of strong brands are presented. Evaluation of consumers preferences was made upon the results of single sources research (Target Group Index). It was carried out that on the luxury dairy market loyalty is relatively higher than on cheap dairy market which demonstrates the change of loyalty level in connection with market sector and product character.

Abstract	The article describes changes in food consumption of households affected by unemployment. It is based on the results of author’s own research conducted in the Mazowieckie voivodeship, during which two samples consisting of 1048 and 1173 respondents were surveyed between June–August 2006 and March–May 2011, respectively. To capture changes in food consumption among households with unemployed members, first the households’ incomes and expenditures and the structure of their consumption expenditures are analysed. The next issues the article focuses on are food expenditures and their changes as observed among the households in the years 2006–2011, and income elasticity of demand for selected food articles in the selected population. The article closes with a summary of the discussion and major conclusions.

Abstrakt	Okres pierwszej dekady lat 2000. w krajach Unii Europejskiej charakteryzował się silnym wzrostem zadłużenia gospodarstw domowych. Na koniec dekady zadłużenie gospodarstw domowych w krajach UE-15 osiągnąło poziom 60% PKB. W nowych państwach członkowskich UE (NMS) poziom ten był początkowo znacznie niższy, ale w przyspieszonym tempie zbliżał się do średniej w UE. Celem artykułu jest analiza zmian wielkości i struktury zadłużenia gospodarstw domowych w krajach UE-15 i NMS w latach 2001-2010. W badaniach wykorzystano dane z Eurostatu, EBC i OECD. Wyniki analizy wskazują, że w pierwszych latach dekady najsilniej zadłużone były gospodarstwa domowe w krajach UE-15, jednak po rozszerzeniu UE w krajach NMS zanotowano większe roczne tempo wzrostu zadłużenia. światowy kryzys finansowy przyczynią się do okresowego ograniczenia tempa wzrostu zadłużania się gospodarstw domowych w obu obszarach UE, ale zmiana ta była tylko okresowa. W 2010 r. proces zadłużania się gospodarstw domowych powrócić do trendu wzrostowego w całej UE. W kilku krajów UE-15 zadłużenie gospodarstw domowych znacznie przekroczyło wartość ich dochodów do dyspozycji. Kredyty mieszkaniowe dominowały w strukturze zadłużenia gospodarstw domowych w całej UE
Abstract	The period of 2001-2009 in the EU countries characterized with the growing trend of the household debt. In EU-15 countries the level of household debt reached 60% of GDP. In new member states (NMS) the level of debt was lower, however it was growing with a high annual rate and approaching the average level of the EU. The goal of the article is the analysis of changes in the value and the structure of household debt in EU-15 and NMS during the period of 2001-2010. The research is based on the data from Eurostat, European Central Bank and OECD. The results indicate that during the first years of the decade the highest level of the household debt was recorded in the EU-15, however after the EU extension in NMS the debt was growing with a much higher annual rate. The global financial crisis temporary reduced the pace of household indebtedness. In 2010 values of changes in the household debt returned to the rising trend in the entire EU changes returned to the mortgage loans consisted of 57% of the total debt, what was much less than in all EU countries. In some countries the value of the household debt exceeded the value of their disposable income. The structure of the debt was concentrated in mortgage lending in all EU countries.

Analizę przeprowadzono na podstawie danych zawartych w Ustawach budżetowych – wydatki państwa w układzie zadaniowym za lata 2009-2012. W pierwszej części artykułu przedstawiono znaczenie i miejsce funkcji środowisko w budżecie zadaniowym. Następnie przeprowadzono szczegółową analizę dotyczącą zamian zadań, celów i mierników funkcji środowisko na przestrzeni 4 kolejnych lat. Zaprezentowano również zmian dotyczące jednostek odpowiedzialnych za realizacje poszczególnych zadań a co za tym idzie dysponentów środków przypisanych im w budżecie zadaniowym.
Abstract	In the article the authors have attempted to change the presentation and evaluation of objectives and measures results in the individual tasks of the 12th functionality The environment. The analysis was conducted based on data contained in the budget acts - state spending breakdown for targets for 2009-2012. The first section presents the importance and place of the function of the environment in the activity-based budget. Then performed a detailed analysis of return objectives, targets and measures of environmental features over 4 consecutive years. Presented also change the units responsible for the realization of individual tasks and thus the trustee funds allocated to them in the budget targets.

Abstract	The paper presents an evaluation of assets’ and capital structure diversification in family farms depending on the level of their correlation with the environment. It is stated, that the assets’ structure of the farms under research changed together with the changes in their correlation with the environment. Farms with the strongest contacts with the environment were characterized by the higher ratio of fixed assets than the units with the lower index of correlation. In the external sources of finance of the farms medium and long-term liabilities prevailed. In farms with the strongest correlation with the environment the most rapid growth of short-term liabilities occurred, more than 100% during four years. In these farms the lower ratio of owned capital to fixed assets was noted. The ratio of short-term capital to current assets was higher. In general the low level of use of external sources of finance in farms was determined.

Abstract	This article aims to assess the financing of agricultural farms in Poland with leasing in the context of the global financial crisis, encouraging individual companies to use internal sources of funding to a greater extent than from external sources. Analysis and assessment of changes in the value of all leased assets and the value of leased machinery cover the period 2005–2009. The period of the worsening of the economic crisis (2008 – first quarter 2010) was supplemented with an indication of the dynamics of changes in the value of items in lease of statistical data of the Polish Association of Leasing. During the economic slowdown, companies have limited investment financing by leasing. However, the value of agricultural machinery leased was increasing throughout the period considered, which means that leasing is an attractive form of financing investment for farms.

Abstract	The process of globalization in recent years has created a new opportunity and necessity to review economic policy. This is due to a combination of factors including external pressures, the revised strategy of other states and regional trade agreements. Some of the policies of the last two decades of the twentieth century required redefinition to enhance effectiveness, and their applied solutions encountered more and more difficulties specifically due to internal and external dysfunctionality. In the article we paid attention on the changes of the option in the fiscal and monetary policy with the utilization of the pendulum model to their evaluation and also conversions in the level of the real effective exchange rate. We also presented the relationship between exchange rate and option in economics policy. The investigative period embraced years 1990–2009. Analysis that has been conducted allows us to distinguish regularities happening in the process of their adaptation to an external conditions and also has pointed to a few conclusions on solutions applied in Poland.

Abstract	The article presents the results of measuring the technical efficiency of agriculture in Poland using two alternative methods of group analysis of the border (frontier analysis): method SFA (Stochastic Frontier Analysis) and DEA method (Data Envelopment Analysis). The main objective of this study was to determine what changes in the efficiency of agricultural activity took place after the Polish accession to the European Union. For this purpose, there were compared the effectiveness of the years 2005 and 2008. The results show that, depending on the econometric model may show the effectiveness of changes either increasing or decreasing trend in the case of the same province.

The article contains information about the changes that the respondents intended to introduce on their farms in the coming years. Abstract	The dairy market In the EU is regulated by the Common Market Organization for milk and milk products. This policy is influencing together with changes in the Common Agricultural Policy. Within the Health Check the European Commission proposed a milk quota abolition, which will come into force from the year 2015. This paper presents a scenario analysis of milk quota abolition and the influence on production, price and demand on farm gate milk, butter and skimmed milk powder. Analysis was divided on two groups EU-15 and ten countries whose accession to EU in the year 2004. Special case was made for Germany, France, Great Britain and Poland as the largest milk producers in the EU. Conclusions fl owing from analysis show decline of real milk farm gate price to the year 2020, about 20% in the comparison with the average from the period 2003–2005. The supply of milk will increase with simultaneous decline of butter production and skimmed milk powder. Unfortunately the majority of unfavorable changes will in the group of countries UE-10
