| Abstract | The paper examines the impact of development of agricultural sector on performance of the cooperative banks in Poland in years 1997-2004. The levels of the agricultural development and the economic/financial situation of the banks were assessed by using country-level and regional-level aggregate indicators based on the factor analysis. The research results show that the type of region (i.e. voivodeship and macro-region) has a statistically significant impact both on the aggregate indicator of agricultural development and the aggregate indicator of banks’ performance. As for the relationship between the agricultural development level and the economic/financial situation of banks, statistically significant correlations were found only for four out of sixteen voivodeships. |

| Abstract | The current paper aims to outline the potential and most important aspects of the Strategic Environmental Assessment process (directive 2001/42/EC). First of all, the analysis considers the importance of evaluation instruments in decision-making processes and moves on to environmental assessment, focusing on the peculiarities of Strategic Environmental Assessment. Although SEA is an innovative instrument in favouring and promoting a democratic approach to the government and development of the territory, it nonetheless presents a series of problems. The latter regard aspects such as: its integration into planning and programming activities, its role within these processes, the methodologies applied, stakeholder involvement, the quality of the assessment process and the how the suggestions are perceived and acknowledged. |

| Abstract | Poland’s accession to the EU has caused a necessity of harmonising Polish with the union law also in the field of energy law. It also enforces achievement of 7,5% share of energy from alternative sources in the total energy consumption in 2010. Execution of this international commitment will require more economic and legal support from the state. The development of alternative sources of energy creates chances of development of rural areas where these kinds of installations are being mostly located. This article presents an analysis of the economic efficiency of energy production on an example of 5 small hydroelectric power stations. The analysis is based on a comparison of full unit costs and unit revenue from energy sale. Bigger stations proved economically efficient while for the smaller the break even point is associated with an average water flow of 153 million m3/year |

| Abstract | The paper is an attempt at evaluating the degree of accuracy of realization of the project: distance learning centres in rural areas financed from the European Social Fund in the frame of the priority II: Development of knowledge-based society, action 2.1.: Broadening the access to education – promotion of lifelong learning, scheme a: decreasing educational inequalities between urban and rural areas. The aims of the project in question include: 1. Creation and equipment with computers and internet connection, of at least 250 distance learning centres in rural areas (in order to enable the final beneficiaries to use the available distance learning programs) 2. Employment in the centres of qualified staff whose task would be to help using the centre’s resources. 3. Creation by the draughtsman, of a countrywide network of distance learning centres using the existing IT infrastructure with units running distance learning. 4. Enabling the final beneficiaries to complement or increase the level of education in the form of distance learning especially at the post-gymnasium level. |

| Abstract | A comparison of environmental sustainability in Belarus, Poland and Ukraine using the Environmental Sustainability Index calculated by the Centre for Environmental Law and Policy of Yale University shows a significant advantage of Belarus over Poland and Ukraine while a slight advantage of Poland over Ukraine. Belarus with ESI score of 52.8 points ranked 47, Ukraine with 44.7 points ranked 108 while Poland with 45.0 points ranked 102 among the 146 classified countries of the world. The state of natural environment in Belarus and Ukraine seems to be much better, while Poland has a distictive advantage with respect to the institutional issues in environmental management. All three countries have roughly similar impact on global environment, of a predominantly negative nature, with Belarus qualifying somewhat better in this respect. |

| Abstract | Article is devoted to studying of unemployment as a negative social and economic phenomenon in the life of a society. As the growth of the given parameter conducts to the shortage of produce. The structure of the unemployed according to the sex both in Grodno region, and across Belarus specifies prevalence of ‘female’ unemployment. A problem there is employment of youth. The disturbing tendency is traced at studying the structure of the age of the unemployed: the greatest share of the unemployed falls at the most productive age of 20-29 and 30-49 years. In the small regional centers the rate of unemployment is higher than in the large cities. This is connected with an absence of workplaces, backwardness of the real sector of economy, a weak level of development of social services. Therefore the state policy of employment aspires to provide equal opportunities to all physically fit citizens of Belarus, gives social guarantees and indemnifications to the unemployed, etc. |

| Abstrakt | W artykule zaprezentowano konstrukcję barometrów koniunktury w gospodarce żywnościowej. Na tle wahań koniunkturalnych wskazano na praktyczne korzyści wynikające z własności prognostycznych wskaźników wyprzedzających. Zbudowany złożony wskaźnik syntetyczny oparty na danych z trzech głównych działów gospodarki żywnościowej wypełniono szeregami miesięcznych danych w okresie od stycznia 1975 r. do marca 2005 r. Posłużył on do zidentyfikowania dwóch głębokich kryzysów lat 1980-1981 oraz 1989-1990. Przedstawione wersje barometru skonstruowanego na zasadach OECD ostatecznie zestawiono ze wskaźnikiem referencyjnym, co pozwoliło na ocenę ich walorów prognostycznych. |
| Abstract | The author presents a composite leading indicators of business activity for food sector, compiled according to the OECD methodology. First part of the paper examines the chronology and the amplitude of growth cycles observed in the development of the economy in the period of 1975-2005. The second part presents for alternative versions of composite leading indicators for food sector. All are well correlated with the reference cycle, but they display very short leads if any. Nonetheless, the barometer may be useful in monitoring cyclical developments in the economy. |

| Abstract | The GATT agreement was the first to include agriculture and to cover both border protection and domestic and export subsidies for agricultural products. The round completed successfully in 1994. The subsequent Doha or Development round aimed at furthering progress launched in GATT has not been so successful. This paper explores why the Doha round has been difficult and why it now appears there will not be a meaningful agreement. Developing countries are much more numerous today in WTO, and they insist on an agreement to better their situation. Agricultural subsidies are still a major impasse between rich and poor countries. The absence of the industrial sector to balance agriculture also is an impediment. Furthermore, bilateral and regional agreements have made much more progress and provide many of the gains that might eventually come from a multilateral agreement. Recent work has concluded that domestic reforms are key to achieving the gains of any trade agreement, and they will be essential for Poland to capture the gains from EU membership |

Poland has very good natural conditions for development of organic agriculture. The accession of Poland to the European Union is creating some new possibilities and conditions for development of organic production. This can be achieved by creating aid programmes for farmers. These programmes are targeted at those farmers who follow organic production methods. |

Uwarunkowania te zostały narzucone przez prawodawstwo unijne. Gospodarstwa rolnicze oraz przedsiębiorstwa przetwórstwa spożywczego muszą dostosować swoje zakłady do nowej sytuacji w celu utrzymywania istniejących możliwości produkcyjnych oraz pozyskania nowych rynków zbytu. Wymaga to przygotowania takich rozwiązań modelowych, które będą gwarantować wysoką efektywność alokacji środków finansowych prywatnych i publicznych w całym sektorze rolnym. |
| Abstract | After the accession to the EU Polish agriculture and agricultural markets have become subject to intesified state interventions, competition and quality requirements. Farms and food processingf industry must adapt to the new conditions in order to acquire access to the new markets and maintain their level of production. New model of economic activity is needed for ensuring the efficiency of public and private funds allocation in the agricultural sector. |

Pokazano także możliwości sfinansowania instrumentów w ramach Europejskiego Funduszu Rolnego Gwarancji (EFRG) a także działań Europejskiego Funduszu Rolnego na rzecz Rozwoju Obszarów Wiejskich (EFRROW). |
| Abstract | A fundamental reform of the Common Agricultural Policy was decided in June 2003. The reform is aimed at meeting the objectives of competitiveness, solidarity and better integration of environmental concerns, thus becoming a key step in the Lisbon and Goeteborg development strategy. It involves: a substantial simplification of the market support measures and direct payments, further strengthening the development of rural areas by transferring funds from market support to rural development through reductions in direct payments to bigger farms, strengthening of the financial discipline mechanism between 2007-2013. The European Commission created two new funds for financing the CAP: European Agricultural Guarantee Fund (EAGF) and European Agricultural Fund for Rural Development (EAFRD). EAGF will finance: intervention measures to regulate agricultural markets, refunds for exporting farm produce to non-EU countries, and direct payments to farmers. EAFRD will finance the expenditure on rural development programmes. |

| Abstract | In Polish rural areas, including the traditionally agricultural area of the West-pomeranian voivodeship, there are many barriers of entrepreneurship development, in particular those of a social character. The paper presents research results of the local authorities’ and rural area inhabitants’ opinions about the non-agricultural economic activity conditions. The results of the conducted research indicate that the analysed social conditions have a negative impact on the development of rural entrepreneurship. Expeditious overcoming of these barriers is currently an important element of local development |

| Abstract | Transition of agricultural policy in the high and medium developed countries is presented. In the first part, the flows of transfers and their importance for the support regime as well as indicators presenting the structure of transfers are described. In the second part, attention is paid to the situation in agricultural markets and agricultural policy in selected high and medium developed countries. An increase of the role of transfers from taxpayers to producers and a decline of transfers form consumers to producers is observed. Differences among countries are noted. The development of agriculture is determined by the internal market and especially by economic growth. We can distinguish some regional models of agricultural policy. |

| Abstract | Poland as a member state of the EU follows the Common Agricultural Policy with limitations resulting from the accession treaty. Rural areas and agriculture play an important role in Poland. Rural areas comprise 93.2 % of country’s area and are populated with 38.5% of the total population. For a significant part of the rural population, working and gaining income from agriculture are the base of existence. Polish agriculture has a high position in the EU in production of basic plant and animal products both in absolute terms and per capita. Increase in productivity (plants and animals), which at present is low in Poland, will improve this position. In view of the existing agricultural theories and practice, the highest possibility for development is sustainable agriculture, which is also aimed at in the other EU countries. Traditional and more ecological agriculture both will continue to exist. The latter, albeit showing strong growth, still has a limited position |

| Abstract | The presented prognosis indicates possible directions and conditions of changes that will take place in the Polish countryside within the next few years. It should be underlined that this period will encompass both positive and negative processes. During this period 2.5 billion Euros (not including money for the Common Agricultural Policy) will be devoted to the development of rural areas. Together with domestic funds, it makes a total sum of 3 billion Euros of available financial resources. Having topped these funds up with investors’ own contributions, it will be possible to deal with total financial support of 4.5 - 4.9 billion Euros per annum. This will allow us to change the image of rural areas considerably, especially the level of technical infrastructure and the quality of productive potential of agriculture, as well as agribusiness. Therefore, the countryside and farms will have many more investment opportunities at their disposal. It is predicted that these funds should first of all be devoted to creating new work opportunities in rural areas and subsequently to improve competitiveness of farms due to their progressive concentration and technical modernisation. These processes are strongly related to each other and, therefore, one should not suppose considerable regional farm concentration without providing workplaces for farmers, especially the least skilled. On the other hand, one should mention processes that will make carrying out the intentions difficult. One of them is undoubtedly further limitation of agricultural expenses, especially after year 2013 (Common Agricultural Policy included). The reform of Common Agricultural Policy that took place in 2003 assumed stabilisation of expenses on agriculture as well as their gradual reinvesting in I and II Common Agricultural Policy levels. Further changes that might take place in the subsequent period of planning (2014-2020) are not yet known, which significantly limits the possibilities of outlining aims and priorities for Poland. It should be assumed that further limitations of funds for agriculture and rural areas in general are yet to come. The above mentioned is supported by the following three reasons: - More and more popular criticism of the Common Agricultural Policy as it is shaped right now, - Funds for Common Agricultural Policy after new members with big agricultural population (Bulgaria, Romania, Croatia, Turkey) would need to be increased, - Negotiations related to liberalisation of world markets within WTO. |
